David Cameron has been calling for the 2011 EU’s budget to be frozen at its 2010 level. Last August, the Council adopted its position on the EU Draft Budget 2011, although it has reduced the amount of the Commission proposed draft budget, it proposed an increase of 2.91 percent on the 2010 budget. The UK voted against the Council’s position. And now, David Cameron is claiming victory for having the support of 10 Member States to limit the budget increase to 2.9%, which is exactly the same increase that the UK voted against a few months ago. BBC quoted Bill Cash as saying "It has to be said that that, therefore, cannot be seen as a success at all.” It has been reported that such arrangement will increase the UK’s contribution to the EU budget by about £435m.

The Conciliation Committee for the EU budget 2011 met for the first time on 27 October. The Committee has until 15 November for reaching an agreement on a joint text.
