The European Ombudsman, P. Nikiforos Diamandouros, has recently presented his Annual Report 2009, stressing, once again, the lack of transparency in EU administration. Unsurprisingly, the lack of transparency in the EU administration continues to be the number one cause for complaints handled by the European Ombudsman. No wonder citizens do not trust the EU institutions. The European Ombudsman has received over 3,000 complaints from EU citizens, companies, NGOs and associations, mainly against the European Commission, 36% of which about lack of transparency such as the refusal of information or documents. The complaints also concerned late payments for EU projects, unfairness or abuse of power and discrimination. According to the Ombudsman the Commission still has serious problems paying its bills on time.
